The third segment of an aviation departure is executed once early obstacles have been cleared.  Drag inducing devices that were required for initial climb are retracted in steps and power is set to maximum continuous thrust, all while a positive climb gradient is maintained.  At the end of the third segment the aircraft is clear to climb to cruise altitude and begin its journey.
